Mr Haroon is a senior leader with a record of 20+ years of leading multi-million pound complex organisations and programmes including wide ranging multidisciplinary teams in the United Kingdom Civil Service as well as experience in the private sector. He holds a Postgraduate Diploma in Business Administration as well as a MSc in Public sector Management.
As Chief Executive of the National Connexions Service of the Department for Education he had a budget of £560 million and improved performance & service delivery of a network of 47 companies and 15,000 employees across England. He then led nine regional programmes and 150 LA projects and transformed the arrangements for young people through programme remodelling, coproduction and integrating all services from a centrally run operation to 150 local authorities to improve services and performance.
In his capacity as Director and Senior Civil Servant at the Department of Health he led the United Kingdom delegation that negotiated the first World Health Organisation international health treaty and was Senior United Kingdom Official at EU Council of Health Minister meetings.
Mr Haroon is a nationally recognised Programme Director and has a successful track record in dealing with resistance to change and embedding organisational sustainability. Additionally, he bring commercial expertise from both a successful portfolio of owner led start-up businesses across logistics, education, & land development and delivering commercialisation in a local authority setting. He has a long-held passion for supporting local, national, and international initiatives that make a positive impact on society and people’s lives and wellbeing. He has been a Non-Executive Director of a leading Mental Health NHS Trusts in the UK and Chair of the Governor Strategy Grp of one of the biggest Mental Health NHS Trusts in the UK.
